Nicole McNeill
Nicole McNeill is President and Chief Administrative Officer at MPAC, responsible for leading the organization as it continues to provide valuable service to the province of Ontario and advance MPAC’s global leadership in property assessment.
Nicole has 25 years of experience in the non-profit and private sectors and a passion for building diverse, high-performing, engaged teams. Nicole currently serves as Chair of the Board of Elexicon Energy Corporation. She previously chaired an IT Advisory Panel and served on the Board of the Canadian Urban Institute. She has also been a mentor in the Top 200 Management Program at Toronto Metropolitan University (formerly Ryerson University) since its inception and serves as a mentor to MPAC’s annual Continuing Academic Excellence President’s Award recipient.
Rupa Aggarwal
Rupa Aggarwal serves as the Executive Director of Social Impact and Inclusion at MPAC, where she oversees the organization's efforts in Equity, Diversity, Inclusion, and Anti-Racism (EDIA). She provides strategic direction and expert guidance on human rights, anti-oppression, and accessibility initiatives, ensuring the effective implementation of MPAC's EDIA strategies and plans. Additionally, Rupa oversees the organization's broader Social Impact, including charitable initiatives, environmental goals, and the sharing of professional expertise to drive positive change.
Jamie Bishop
Jamie Bishop is Vice-President, Public Affairs and Customer Experience, at MPAC. He provides leadership and strategic advice for all external-facing branches of the organization, including municipal and stakeholder relations, strategic communications, and government relations. Before joining MPAC in 2015, Jamie held several leadership roles in the Ontario Ministry of Finance.
Edward Broderick
Edward Broderick is Vice-President, Human Resources, at MPAC. With more than 25 years’ experience in the public and private sectors, Edward is responsible for overseeing all human resources functions for the organization’s nearly 2,000 employees across Ontario. Prior to joining MPAC, he held a number of leadership positions in human resources with large private sector corporations.
Chris Devadason
Chris Devadason serves as the Vice-President of Commercial Software within the Municipal Property Assessment Corporation (MPAC)’s commercial division. His role is pivotal in the newly formed commercial software practice, bringing a wealth of experience and a strategic vision to the team. Chris is marked by his extensive experience, strategic vision, and commitment to innovation. His leadership is instrumental in driving the success of MPAC's commercial software practice, ensuring that it continues to grow and evolve in a rapidly changing technological landscape.
Chris Fusco
Chris Fusco is the Vice-President of Professional Services with over 29 years of experience in the property assessment industry. He has extensive expertise in MPAC’s commercial data products, project management, customer service, and property valuation. Additionally, Chris is responsible for managing relationships with First Nations looking to exercise their jurisdiction over real property assessment and taxation on reserve lands.
Sujit Jagdev
Sujit Jagdev is Vice-President and Chief Information and Technology Officer, at MPAC. With more than 15 years’ IT expertise, Sujit is responsible for developing and implementing the corporation’s technology strategy to meet the organization’s evolving business and customer needs. Most recently he was the driving force behind Valuation as a Service (VAAS), MPAC’s patented, cloud-based valuation platform.
Matthew Kanter
Matthew Kanter is Vice-President and General Counsel, responsible for leading MPAC’s Legal, Policy, and Compliance department. He provides strategic legal and business advice on matters ranging from assessment disputes to freedom of information, data licensing and board governance.
Prior to joining MPAC in 2015, Matthew worked in private practice in New York City and Toronto. He was called to the bar in New York in 2010 and in Ontario in 2012, and recently received a Certified In-House Counsel designation.
Carmelo Lipsi
Carmelo Lipsi is Vice-President, Valuation & Customer Relations and Chief Operating Officer, at MPAC. As a valuation professional with more than 30 years in property assessment, Carm leverages his broad range of experience in operations and strategic development to lead the delivery of products and services to property owners and municipalities across Ontario. He is responsible for the end-to-end delivery of property assessment products and services to Ontario’s 5.6 million properties. Carm is an accredited member of the Institute of Municipal Assessors, holding an M.I.M.A. designation.
Greg Martino
Greg Martino is Vice-President and Chief Valuation and Standards Officer, at MPAC, responsible for developing and implementing valuation and assessment standards, policies and procedures in support of MPAC’s delivery of assessment services in Ontario. With more than 30 years’ experience in the assessment industry, Greg provides valuation and oversight to some of the most complex property portfolios in the province. Greg is an accredited member of the Institute of Municipal Assessors, holding an M.I.M.A. designation.
Mary Meffe
Mary Meffe is the Vice-President of Corporate Services and Chief Financial Officer at MPAC. She leads our finance, facilities management, data governance, corporate systems, internal audit, risk management, and strategy teams. MPAC’s Office of the Quality Service Commissioner also benefits from Mary’s experience and leadership.
Mary is a CPA, CA, and a Chartered Director. She brings over 20 years of experience in fostering cohesive and motivated teams across various industry sectors, enabling them to respond and adapt to evolving market conditions.
Lee Taylor
Lee Taylor is Vice-President, Business Development, at MPAC. With more than 20 years of executive sales, marketing and product management experience, Lee has overall responsibility for sales and marketing of MPAC’s value-added products and services in Canada. He is also responsible for key strategic relationships for the Corporation.
Ruel Williamson
Ruel Williamson is the Executive Vice-President of Commercial and Client Solutions at MPAC. With more than 30 years' strategic business management expertise, Ruel is accountable for the operations of the commercial data, software, professional services and research and development operations within the organization. Ruel is a Fellow of the Royal Institution of Chartered Surveyors (FRICS).
